Vinhomes Industrial Zone Investment JSC (Vinhomes IZ) has just proposed to Hai Phong Economic Zone Authority to be invested in developing infrastructure of Thuy Nguyen Industrial Park on an area of ​​319ha with a total investment of more than 4,000 billion copper.

Accordingly, the company has proposed to use a 319 ha land bank located in An Lu, Trung Ha, Thuy Trieu, Lap Le and Ngu Lao communes (Thuy Nguyen district) of Dinh Vu - Cat Hai Economic Zone.

This area is not only adjacent to residential areas, but also adjacent to TL359 road, VSIP Hai Phong urban, industrial and service area, Phan Dat canal and Hai Phong 3 Ring Road. The project has a total investment of VND 4,141 billion and is proposed to operate in 70 years and is expected to put industrial park infrastructure into operation in the fourth quarter of 2024.

It is known that the project is under the deciding competence of the Prime Minister, therefore, Haiphong Economic Zone Authority is collecting opinions of competent state agencies about the project’s content before summarizing. , send to the Ministry of Planning and Investment for evaluation and submit to the Government for consideration and comments.

Thuy Nguyen Industrial Park has an area of ​​about 3.2 million m2 belonging to the administrative boundaries of the communes: Trung Ha, Thuy Trieu, An Lu, Ngu Lao and Lap Le. The scope covers part of CN-02 in the Master Plan for construction of Dinh Vu - Cat Hai Economic Zone up to 2025, approved by the Prime Minister.

In nature, this is a general industrial zone, with priority given to investment projects with high technology and techniques; to be invested in synchronous, modern construction and management according to the criteria of sustainable development and environmental friendliness.

Currently, Hai Phong still has nearly 5,000ha approved by the Prime Minister to prioritize the development of industrial parks such as: An Hung - Dai Ban Industrial Park, Ngu Phuc, Giang Bien 2, Vinh Quang and Nomura shipbuilding. (phase 2) has not been approved for detailed planning. Although Tien Thanh, Cau Cuoi and Trang Cat industrial - urban areas have been approved in Hai Phong city by detailed planning, they have not yet been invested in infrastructure construction.

The cause is determined by the investor’s lack of financial capacity to implement the project; clearance of some industrial park development projects is behind schedule due to the acquisition of residential land and agricultural land. land area planned for industrial park construction. Some industrial zones have been approved by Hai Phong city in detail planning but could not find investors due to unfavorable planning on infrastructure and transportation in the area.

In order to solve these difficulties and problems, Hai Phong is promoting the construction of traffic routes such as: The project on trunk roads linking Dinh Vu industrial park with Nam Dinh Vu industrial park, Nam Dinh sea dike route Vu, the main backbone of Ben Rung Urban and Industrial Area, the project of Ring Road 3, coastal roads in order to build a synchronous transport infrastructure system in alluvial areas along the rivers and coastal areas to develop developing industrial zones in these areas.

In addition to building infrastructure systems connecting industrial zones with regional transportation systems, to attract investors, Hai Phong will support compensation and site clearance costs; supporting the construction of wastewater treatment systems and environmental protection solutions to reduce investment rates, pull down land rent rates for secondary investors, create conditions to attract investors, especially enterprises. Small and medium enterprises invest and produce in industrial parks.
