Prime Minister Nguyen Xuan Phuc has just approved the investment policy of an investment project to build Dong Dang Expressway (Lang Son Province) - Tra Linh (Cao Bang Province) in the form of a public-private partnership.

Accordingly, the project aims to meet the transport needs connecting economic and political centers with northeastern mountainous provinces, economic zones, national tourist areas, industrial parks, serving for aims to promote socio-economic development and ensure national defense and security and maintain national sovereignty over borders.

In addition, creating a new arterial external high-speed route connecting goods trade from Lach Huyen international port (Hai Phong) to Chongqing - Urumqi (China) - Khorgos (Kazakhstan) to European countries. contributing to improving the competitiveness of the economy, creating a driving force for socio-economic development of Lang Son and Cao Bang provinces; change the status of Highway 4A is a unique road connecting the two provinces of Lang Son and Cao Bang.

According to the approval, the expressway has a length of about 115km. In which, about 52km in Lang Son province, about 63 km across Van Lang district, Trang Dinh district and on Cao Bang province, about 63 km through Thach An district, Quang Hoa district (Phuc Hoa district and former Quang Uyen district ), Trung Khanh district (former Tra Linh district), Hoa An district and Cao Bang city.

The route connects Dong Dang - Tra Linh highway to the city. Cao Bang is about 15.5 km long, passing through Quang Hoa district (former Quang Uyen district), Hoa An district and Cao Bang city. The first point at the intersection of Tan Thanh border gate area, Van Lang district connects to the section connecting Huu Nghi - Chi Lang expressway with Tan Thanh border gate and Coc Nam border gate in Lang Son province. The end point is at the intersection of the road to the Tra Linh border-gate economic zone and Highway 34, in the Tra Linh border-gate economic zone in Cao Bang province.

The scale of the project is a motorway according to the expressway standard (TCVN5729-2012), with a design speed of 80 km / h, for difficult terrain, allowing design with a speed of 60km / h.

The project is implemented in 2 phases. In which, phase 1 (2020-2024) will invest about 93 km (from Km0 + 00 at the intersection of Tan Thanh border-gate area, Van Lang district to Km93 + 00 at the intersection with National Highway 3 at the route Km307 +650 National Highway 3, Phuc Sen Commune, Quang Hoa District) with a roadbed size of 17m, road surface 14m wide with 4 lanes, reinforcement 0.5m wide, median strip and safety strip 1.5m wide, the ground is 1m wide.

With phase 2 (completed and implemented after 2025), it will continue to invest about 22 km (from Km93 + 00 at the intersection with Highway 3 at Km307 + 650 Highway 3, Phuc Sen commune, Quang Hoa district to Km115 +00 at Tra Linh border gate) with roadbed width of 17m, road surface 14m wide with 4 lanes, reinforcement 0.5m wide, separator and safety strip 1.5m wide, wide ground 1m intermittent emergency parking lane.

According to the approval, the Dong Dang-Tra Linh expressway investment and construction project is a group A project with a total estimated investment of 20,939 billion VND.
