The Southeast Economic Zone is the key investment attraction of Nghe An province. However, at present, many transport infrastructure works in the economic zone are still unfinished after many years of construction. N5 crossroad construction investment project is a typical example.
The investment project to build crossroads N5 - Southeast Nghe An economic zone was approved by the Peoples Committee of Nghe An province in Decision No. 5812 / QD-UBND-CN dated December 23, 2008.
According to the design, construction scale is 6,937km long, 56m wide, 2x15m road surface. The work is implemented by Xuan Truong Construction Enterprise, located at Tan Thanh Ward, Ninh Binh City. The total adjusted investment is VND 760 according to Decision 7219 / QD-UBND.DT dated December 23, 2014.
As a key project of the province, is the main axis connecting the Western economic regions of Nghe An with the Southeast economic zone to the international port cluster of Cua Lo. This project is put into use, will improve the capacity of transporting goods, transport and trade, creating an important basis in attracting investment projects in Southeast Economic Zone of Nghe An province. However, up to now, after more than 10 years of investment policy approval, more than 6km of roads have not been completed.
According to research of Nhadautu.vn, up to now, the capital source has been allocated for the project is 304.5 billion VND; has disbursed 304.5 billion (construction and installation 226.8 billion; ground clearance 57.3 billion; other costs 20.44 billion).
Up to now, the project has completed the construction of completely fine asphalt concrete foundation and foundation from Km0 + 00 - Km2 + 57.99. In addition, right at the location close to NH1, the N5 line intersects with the North-South railway, so now the units have made barriers to block the N5 to ensure train safety.
Mr. Dinh Dang Khanh - Director of the Project Management Board of Southeast Economic Zone, said that currently 2km of the first-line project has been handed over and put into use since August 2019, some sections are damaged, the cause of the route. Uncompleted N5 is due to lack of funds. In the immediate future, the amount of capital to be allocated in 2021 is 100 billion VND to implement foundation items, asphalt pavement and completion of the bridge deck.
It is known that the Peoples Committee of Nghe An province has agreed to extend until December 2021, the construction unit must complete the entire remaining volume of the construction and installation package of the project of the N5 crossroads in the Eastern economic zone.
