According to the updated report on power source projects of Vietnam Energy Magazine: In recent years, the Ministry of Industry and Trade has organized consultation with ministries and agencies and reported to the Prime Minister on Long An Thermal Power Projects 1, Long An 2, Tan Phuoc 1 and Tan Phuoc 2 convert to using imported coal to use liquefied natural gas (LNG) fuel.

 

At the same time, with the proposal to adjust the technology and capacity of the investor, the Ministry of Industry and Trade is expected to include these projects in the upcoming Power Planning VIII.


Report to the Prime Minister on development policy for ’independent power sources’ in Vietnam
Specifically, the Tan Phuoc 1 and 2 Thermal Power Plant projects, using coal fuel, were assigned by the Prime Minister to Vietnam Electricity (EVN) as an investor. However, on June 22, 2020, EVN reported to the Standing Government of the Government on fuel selection, scale adjustment, and timing of power generation for Tan Phuoc 1 and 2 power plants.

Accordingly, the investor proposed the Standing Government, the Prime Minister to consider and approve the LNG fuel use plan and plan the construction site for Tan Phuoc Power Center; At the same time, to adjust the scale and progress of putting these plants into operation in the period 2025 - 2027 to supplement the power source for the Southern load area.

Regarding the details of the LNG fuel use plan, the conditions for implementing the project to meet the progress and ensure the efficiency will be studied and proposed by EVN in the next stages to submit to the competent authorities for consideration. .

On July 5, 2020, the Government Office announced the conclusion of Prime Minister Nguyen Xuan Phuc at the Standing Meeting of the Government on solving difficulties and problems for the Tan Phuoc 1 Thermal Power Project. and Tan Phuoc 2 (Tien Giang province). Next, the Ministry of Industry and Trade sent a document to relevant ministries and agencies to consult with EVN’s proposal to convert fuel (from coal fuel to LNG fuel), adjust the scale, time generation of these projects.

It is known that the Ministry of Industry and Trade is synthesizing opinions for evaluation and calculation in Power Planning VIII.

Previously, according to the Adjustment of Power Planning VII, Long An Power Center (Long An Province) will be built in Long Huu Dong commune, Can Duoc district on a total area of ​​more than 360 hectares. The scale of 2 plants of Long An 1 and 2 has a total capacity of about 2,800 MW, using supercritical coal-fired technology - USC. However, this project has faced many concerns about environmental pollution.

As for the Tan Phuoc Power Center - this is an important power source project in the Adjustment of Power Planning VII approved by the Prime Minister to ensure power supply for the South. This center is built in Tan Phuoc commune, Go Cong Dong district, Tien Giang province, located on the right bank of Soai Rap river, about 52 km from Ho Chi Minh City to the West - South.

To ensure this project is effective, the PECC2 Consulting Contractor is tasked with proposing the optimal fuel plan to Tan Phuoc Power Center on the basis of analysis, evaluation and comparison of two types of fuels. coal and LNG (on economic and technical issues, environment, energy security, fuel supply capacity, electricity production cost, impact on electricity price of the system, construction progress, demand) land use bridge of the Center, arrangement of fuel supply flow ...).

According to the consultant, in case the LNG fuel use plan is selected, the Tan Phuoc Power Center will have 4 plants, each with a capacity of 1,000 MW using imported LNG fuel, along with storage system and import port./
