In 2021, Hai Phong leads the country in attracting foreign investment, with more than 5.1 billion USD.

 

Accumulated to December 31, 2021, industrial parks and economic zones in Hai Phong city have attracted 420 FDI projects, with a total investment capital of more than 19,134 billion USD.

Continue to attract FDI capital

According to data from the Ministry of Planning and Investment, in 2021, Hai Phong will attract total foreign investment capital of 5.149 billion USD, the highest in the country. This capital increased nearly 3.4 times compared to 2020.

In which, there are 29 new foreign direct investment (FDI) projects, with USD 327.45 million; 52 FDI projects adjusted to increase capital, with nearly 2.63 billion USD (the project of LG Display Hai Phong alone had 2 times adjusted to increase capital, with a total adjusted capital of 2.15 billion USD); 2 indirect investment projects through capital contribution and share purchase by foreign investors, with a total value of contributed capital of nearly 2.2 billion USD.

Accumulated to December 31, 2021, industrial parks (IZs) and economic zones in the city have attracted 420 FDI projects, with a total investment capital of more than 19,134 billion USD.

According to Mr. Le Trung Kien, Head of Hai Phong Economic Zone Authority (HEZA), the highlight of the city’s investment capital attraction is to welcome large investors using high technology. In which, the largest is LG Group (Korea) with the formation of a high-tech complex in Trang Due Industrial Park.

Another highlight in Hai Phong’s investment attraction is the first new IP infrastructure project among 15 projects planned for development by 2025, which was granted an investment registration certificate on December 7. 2021.

Specifically, HEZA awarded the investment registration certificate of Lach Huyen non-tariff zone - logistics and industrial project with a total capital of 11,100 billion VND to Xuan Cau - Lach Huyen Investment Joint Stock Company.

This project has a scale of 752 ha, implemented at Lach Huyen international gateway port area, belonging to Dinh Vu - Cat Hai economic zone. The project will start construction in early 2022, complete phase I in 2025, complete phase II in 2030 and phase III in 2033. When put into operation, this project will attract 40,000 - 50,000 workers.

Setting a plan for 2022, HEZA strives to attract 2.5-3 billion USD of FDI into industrial zones and economic zones in the city. Right in the early days of the year, HEZA agreed to let a corporation from China invest 35 million USD to build a warehouse for global e-commerce activities, like Alibaba’s model.

Increase competitiveness

At the Conference to implement the Resolution of the Hai Phong City Party Committee on the tasks of socio-economic development, national defense and security in 2022, which took place recently, Secretary of the Hai Phong City Party Committee Tran Luu Quang said that in the coming time, in the coming time, Mr. Hai Phong’s FDI attraction will face many challenges because other provinces and cities have many similarities in terms of position and investment and business environment. Not to mention, in the North, many localities such as Hung Yen, Hai Duong, Hanoi, and Quang Ninh are planning to expand their industrial land fund.

Therefore, in order to maintain the results of attracting FDI inflows, Mr. Quang required to continue implementing solutions to attract human resources for the purpose of developing industrial zones. According to calculations, in the term 2021-2026, TP. Hai Phong will need 190,000-200,000 workers from other localities.

Hai Phong will promote attracting investors to build social housing, develop health care and schools to meet the needs of workers coming and sticking with the City. The relevant units need to make more efforts in administrative reform to have a competitive advantage.

According to information from DEEP C Industrial Park (DEEP C), in the coming time, the number of workers in DEEP C’s industrial parks in Hai Phong needs to arrange accommodation and dormitories from 30,000 to 40,000 workers. Particularly for Project Pegatron and USI, it is necessary to arrange accommodation for more than 10,000 workers this year. Therefore, DEEP C proposed and was assigned by the City People’s Committee, HEZA to survey, study, and prepare a detailed plan of 1/500 scale for the project of social housing and dormitory for workers with a scale of 1 / 500. 47.62 ha at the beginning of Dinh Vu Island, adjacent to DEEP C Hai Phong I Industrial Park (Dinh Vu Industrial Park).
