Ty Hung Company Limited (Binh Tan District, Ho Chi Minh City) specializes in manufacturing footwear with over 2,500 workers. According to Ms. Pham Thi Ut, Deputy General Director of this company, businesses face many difficulties but still try to ensure the life of workers with an average salary of about 8 million VND/month. Ty Hung Co., Ltd. is short of workers and wants to recruit 500-700 laborers but can’t find people. “Every week, we recruit through many channels such as posting information on the company website, contacting job placement centers; introduced by acquaintances… but still no. We are planning to go to the western provinces to recruit people to bring to Ho Chi Minh City to work," said Ms. Ut.

Binh Thanh Import-Export Production and Trading Joint Stock Company (Gilimex) is making garment orders for customers in Europe and America. Immediately after the epidemic, businesses opened more branches in Dong Nai, Dong Thap... To recruit workers, Gilimex offered a salary of 8-13 million VND/month; year-end bonus 2-3 months salary and allowance for accommodation and childcare (200,000 VND/month). Similarly, in the past few days, Gia Dinh Textile and Garment Joint Stock Company has posted an urgent recruitment of 300 unskilled workers and seamstresses with a salary of 7-15 million VND/month. In addition to salary, businesses also support other benefits such as gas, lunch, attendance bonus, room rental, and child care. However, the number of registered laborers is still very sparse, not enough compared to the needs of enterprises.

In Binh Duong province, in recent days, around industrial parks, many businesses have arranged personnel, tables and chairs right by the road to recruit workers with a salary of 6-12 million VND/month. According to Mr. Nguyen Lam, Director of Binh Duong Production - Trading Company, two years ago, the average salary of workers was about 5 million VND and if overtime was 7 million VND/month. This year the company has increased wages and is currently at 10-12 million VND/month, but since the beginning of the year, the company is still short of about 300 employees.

Apparel Far Eastern (Binh Duong) Co., Ltd. needs to expand production, so it needs to recruit 1,000 more workers. “The company increased wages, arranged a car to pick up the house, but couldn’t find a job. The lack of people affects the production progress according to the orders signed with partners,” said Ms. Pham Thi Duyen, Senior Production Manager of this company.

According to the Department of Labor, War Invalids and Social Affairs (LOLISA) in Ho Chi Minh City, there are currently 37,000 businesses in the city that need to recruit more than 83,000 workers. It is forecasted that from now until the end of the year, Ho Chi Minh City needs 135,000 - 150,000 workers and is likely to continue to lack labor, especially in the peak months at the end of the year. According to Binh Duong Department of Labour, Invalids and Social Affairs, enterprises in the province need to recruit about 70,000 more workers.

According to Mr. Nguyen Van Danh, Deputy Director in charge of the Management Board of Dong Nai Industrial Parks, many laborers in the Northern and Central provinces are tending to return to their hometown to set up a business. Most of the provinces have developed industrial parks with diverse industries, so workers choose to work close to home. In the coming time, the recruitment of labor is forecasted to be even more difficult when enterprises increase capacity and expand production.

To cope with the wave of workers leaving their jobs to return to their hometowns, many southern localities are aggressively implementing policies to attract and retain laborers to stay and work.

Dong Nai province is cooperating with a number of southwestern provinces to post recruitment information of enterprises, publicize regimes and policies to attract workers. According to Vice Chairman of Dong Nai Provincial People’s Committee Vo Tan Duc, the demand for affordable housing for workers and low-income people is huge. The province is creating favorable conditions for localities and businesses to deploy worker housing projects, social housing for sale or rent to workers to stabilize their lives and feel secure to stay and work.

Meanwhile, Mr. Pham Van Tuyen, Deputy Director of Binh Duong Department of Labour, Invalids and Social Affairs, said that the province has set up a delegation of officials to work with provinces and cities on policies to take care of workers away from home, such as returning home to welcome them. come to Binh Duong to work, support accommodation… Many businesses have arranged land to build houses and kindergartens to serve workers. "Departments and localities have been putting all their efforts to support enterprises in recruiting workers and stabilizing production," Tuyen said.
