Pursuant to the November 13, 2008 Law on High Technology;

Pursuant to the Government’s Decree No. 28/2008/ND-CP of March 14, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Science and Technology;

Pursuant to the Prime Minister’s Decision No. 49/2010/QD-TTg of July 19, 2010, approving the list of high technologies prioritized for development investment and the list of hi-tech products encouraged for development;

Pursuant to the Government’s Decree No.189/2007/ND-CP, of December 27, 2007 defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade and the Government’s Decree No.44/2011/ND-CP, of June 14, 2011 amending and supplementing Article 3 of Decree No.189/2007/ND-CP;

Pursuant to the Government’s Decree No.90/2007/ND-CP, of May 31, 2007 providing import and export rights of foreign business entities without a presence in Vietnam;

Pursuant to the Government’s Decree No.23/2007/ND-CP, of February 12, 2007, detailing the Commercial law regarding goods purchase and sale activities or goods purchase and sale related activities of foreign-invested enterprises in Vietnam;

Pursuant the Law on Government organization dated December 25th 2001;

Pursuant to the Law on Customs dated June 29th 2001, and the Law on amending and supplementing a number of articles of the Law on Customs dated June 14th 2005;

Pursuant the Law on Electronic transaction dated November 29th 2005; At the proposal of the Minister of Finance,

Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 amended and supplemented a number of articles under the Resolution No.51/2001/QH10;

The National Assembly promulgates the Law on amending and supplementing a number of articles of Law on insurance business No. 24/2000/QH10.

Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12 dated 16 June 2010;

- Pursuant to the Law on Credit Institutions No. 47/2010/QH12 dated 16 June 2010;

- Pursuant to the Ordinance on Foreign exchange No. 28/2005/PL-UBTVQH11 dated 13 December 2005; - Pursuant to the Decree No. 134/2005/ND-CP dated 01 November 2005 of the Government on issuance of the Regulation on management of foreign borrowing and debt repayment;

- Pursuant to the Decree No. 160/2006/ND-CP dated 28 December 2006 of the Government providing in details for the implementation of the Ordinance on Foreign exchange;

- Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12 dated 16 June 2010;

- Pursuant to the Law on Credit Institutions No. 47/2010/QH12 dated 16 June 2010;

- Pursuant to the Decree No. 96/2008/ND-CP dated 26 August 2008 of the Government providing for the functions, duties, authorities and organizational structure of the State Bank of Vietnam;

Pursuant to the December 25, 2001 Law on Organization of the Government;
