Bac Ninh puts itself in shop window

Northern Bac Ninh province is boosting its projects funded by official development assistance (ODA) capital.

A $16 million euros ($20.8 million) project funded by German Development Bank (KfW) to build a water drainage plant is among the projects that use ODA capital. Some 95 per cent of the construction work of the plant has been completed.

“At present, the plant can go into operation,” said Tran Dinh Thang, a technician from the project’s constructor SFC Vietnam Company. Construction of this 3.4 hectare plant began in April 2010. The plant has a total capacity of treating 28,000 cubic metres of water per day. By late November 2012, the plant’s most important works were completed.

In addition to this project, Bac Ninh has also been implementing another important infrastructure project in Que Vo district. This solid waste treatment project has total capital of $15.4 million and is scheduled to come online next year. Some $10 million come from KfW and the rest is funded by the Vietnamese government.

This plant covers 32 hectares and features modern equipment. It has a total daily capacity of treating 300 tonnes of trash in 2013, which will be increased to 450 tonnes by 2032.

This project is very important to Bac Ninh, because some 75 per cent of solid waste collected daily is disposed in the province’s Dong Ngo dumping ground. However, this ground has been totally overloaded.

The provincial authorities said the Bac Ninh had four projects using VND438.5 billion ($21 million) in ODA provided by Germany, Spain, the World Bank, the Asian Development Bank and the EU.

“The projects’ capital disbursement remains slow. Construction of all the projects failed to meet deadlines,” said Nguyen Tien Nhuong, vice chairman of the provincial People’s Committee.

Nhuong said in order to curb projects’ construction delays, Bac Ninh had emphasised strengthening the collaboration of relevant agencies and localities in boosting site clearance and improving the quality of contractors.

 

“This is to show the province’s high determination to donors in improving the effectiveness of ODA usage,” Nhuong said. Bac Ninh is also focusing on calling for ODA into upgrading and improving roads, irrigation works and environmental projects in the 2011-2015 period.

The province has asked the Ministry of Planning and Investment to allow it to use ODA from the Asian Development Bank in three projects to upgrade the provincial roads No280, 281 and 282, with total investment capital of VND444.8 billion ($21.38 million).
