Transport ministry orders tighter leash for tender winners

Any contractor that wins a transport project tender with a bid below 90 percent of the Ministry of Transport’s cost projection will be forced to abide by terms set by the ministry’s agencies in provinces and cities.
Any contractor that wins a transport project tender with a bid below 90 percent of the Ministry of Transport’s cost projection will be forced to abide by terms set by the ministry’s agencies in provinces and cities.
The idea is to ensure that new roads, bridges and such are completed on schedule without affecting the quality of the work.
In a statement signed by Deputy Minister of Transport Ngo Thich Duc, the ministry says it’s not uncommon for a tender to be won with an unrealistically low bid only for the project to fall behind schedule because the money runs low.
Besides setting terms and conditions for contractors, the ministry’s agencies have been told to assess the qualifications and experience of all bidders, but especially those who tender low bids.
