The investment project to build crossroads N5 - Southeast Nghe An economic zone was approved by the People’s Committee of Nghe An province in Decision No. 5812 / QD-UBND-CN dated December 23, 2008.

According to the design, construction scale is 6,937km long, 56m wide, 2x15m road surface. The work is implemented by Xuan Truong Construction Enterprise, located at Tan Thanh Ward, Ninh Binh City. The total adjusted investment is VND 760 according to Decision 7219 / QD-UBND.DT dated December 23, 2014.

Mr. Dinh Dang Khanh - Director of the Project Management Board of Southeast Economic Zone, said that currently 2km of the first-line project has been handed over and put into use since August 2019, some sections are damaged, the cause of the route. Uncompleted N5 is due to lack of funds. In the immediate future, the amount of capital to be allocated in 2021 is 100 billion VND to implement foundation items, asphalt pavement and completion of the bridge deck.
