Circular No. 04/2006/TT-NHNN of July 3, 2006, guiding the implementation of the government’s decree No. 12/2006/ND-CP of January 23, 2006, detailing the implementation of the commercial law regarding international goods purchase and sale, and goods purchase and sale agency, processing and transit with foreign parties, for goods subject to the state bank’s specialized management.

This Circular guides the import of goods subject to the State Bank’s specialized management. The State Bank shall manage the import of goods by two modes: grant of import permits and designation of enterprises entitled to import goods.
